Office, Paper, EOS & Library Supplies (OPELS)

Live

Framework Description

Office, Paper, EOS & Library Supplies (OPELS) is NWUPC's four-lot framework for office consumables, bulk paper, electronic office supplies and library supplies for universities and other members. Applications for this framework are closed (it is not a DPS). The agreement ends on 31 October 2026 with no extension, so it is in its final weeks and NWUPC will need a replacement arrangement in place. This framework is used by NWUPC and APUC.

Context & Use Case

University departments, central procurement teams and libraries use it for everyday stationery, paper for print rooms, computer consumables such as toner and accessories, and library supplies. These are high-frequency, low-value orders, often placed through catalogues or e-procurement systems, so a single agreed route avoids a mass of small purchases outside contract.

Scope of Services

Lot 01: Office supplies Lot 02: Bulk paper Lot 03: Electronic office (computer) supplies Lot 04: Library supplies

Lots

Lot 01 - Office Supplies; Lot 02 - Bulk Paper; Lot 03 - Electronic Office (Computer) Supplies; Lot 04 - Library Supplies

Who Can Apply

Suits stationery wholesalers, paper merchants, computer consumables distributors and library supply firms. Applications for the current agreement are closed and it ends on 31 October 2026, so the only route in is the replacement procurement, which may already be under way.

Buyer Benefits

Office and paper spend is spread across hundreds of budget holders. A consortium agreement gives universities agreed prices, catalogue control and delivery to many campus points, and it makes it easier to steer buyers towards recycled paper and lower-carbon products.

Next Steps

With expiry on 31 October 2026, check the NWUPC framework page now for the successor agreement and its timetable. If the replacement tender is open, decide quickly which lots fit your range. Have catalogue pricing, delivery coverage, e-procurement capability and sustainability data such as recycled content and delivery emissions ready. Incumbents should confirm how existing orders will transition.

How Athena Can Help

When a framework is this close to expiry, time is the problem. Athena's bid managers and writers can take over planning and writing, model your catalogue pricing against likely rivals and run a Bid Health Check before the deadline.

Our framework application support handles the selection questions, certificates and lot choices across the four OPELS areas. Our bid/no-bid decision support helps you decide quickly which lots are worth the effort and which to leave.
