Waste Management Services Sustainable

Live

Framework Description

Waste Management Services (Sustainable) (reference EFM5076 LU) is a higher education consortia framework for collecting, recycling and disposing of university waste, with sustainability reporting built in. It has five lots, from total waste management to general and recycling waste, hazardous chemical and radioactive, clinical and pharmaceutical, and confidential waste, with 23 appointed suppliers. Applications for it are closed (it is not a DPS). It started on 26 June 2023 and runs until 25 June 2027 with no extension option. This framework is used by SUPC, NWUPC and Crescent Purchasing.

Context & Use Case

Estates and sustainability teams use it for general and recycling collections across campuses and halls, hazardous chemical and radioactive waste from laboratories, clinical and pharmaceutical waste, and confidential waste. Some buy a total waste management service from one contractor instead. Peaks at the start and end of term, when students move in and out of halls, test contractors' capacity.

Who Can Apply

Suits waste management companies and recycling specialists with the licences and capacity to serve university sites. It is closed to new applications until it is re-tendered ahead of the 25 June 2027 expiry.

Buyer Benefits

Buyers need compliance with waste regulations, reliable collections that avoid overflowing bins in busy halls, and accurate waste data for sustainability reporting. A pre-tendered route also saves them a complex procurement for a service with many waste streams, and lets them compare contractors on recycling performance.

Next Steps

Appointed suppliers should support member universities with waste data and reduction plans, and look for growth across sites. Others should note the 25 June 2027 end with no extension and watch the consortia framework pages for the re-tender, likely in late 2026 or early 2027. Prepare evidence on recycling rates, carbon reporting and hazardous waste handling.

How Athena Can Help

Waste frameworks are increasingly scored on sustainability evidence. Athena's framework tender preparation builds your recycling rates, carbon data and compliance records into a strong application for the 2027 re-tender.

For appointed contractors, our bid writers for waste services win call-offs with themes around diversion from landfill and reliable service. Our social value bid support makes sure your local and environmental commitments score, and our pricing models keep multi-site collections profitable.
