Non-Operated Plant Hire Framework (2026)

Coming soon

Framework Description

NY Highways is procuring the Non-Operated Plant Hire Framework (2026) to replace its previous plant hire framework. It covers hire of non-operated plant, small tools, welfare units and telehandlers, plus servicing, repair, maintenance and calibration of plant NY Highways owns, across five lots. The initial term is two years, with options to extend by up to two further periods of 12 months.

Context & Use Case

NY Highways delivers road, path and parking maintenance and construction for North Yorkshire Council and City of York Council. Its teams across seven depot areas need reliable hired plant, tools, welfare and telehandlers, and timely servicing of their own fleet, to support routine programmes, winter operations and reactive works under consistent terms.

Scope of Services

Lot 1: Non-operated plant hire, such as excavators, dumpers and rollers with attachments Lot 2: Small tools and equipment hire, including breakers, compaction kit, generators and lighting Lot 3: Welfare units and portable toilets with weekly servicing Lot 4: Telehandlers (7-metre) meeting LOLER requirements Lot 5: Servicing, repair, maintenance and calibration of NY Highways-owned plant

Lots

Lot 1 Non-operated plant hire; Lot 2 Small tools and equipment hire; Lot 3 Welfare units and portable toilets; Lot 4 Telehandlers; Lot 5 Servicing, repair, maintenance and calibration

Who Can Apply

Suits plant and tool hire companies, welfare unit providers, telehandler specialists and plant workshops able to serve several depots across North Yorkshire. The lot structure gives SMEs a realistic route in. As the procurement has not yet concluded, now is the time to prepare a bid.

Buyer Benefits

NY Highways gets compliant, well-maintained equipment delivered to depots across the county, with servicing of its own fleet in the same arrangement. Separate lots let it use specialists, and consistent terms make ordering simpler for depot teams. Breakdown cover and replacement equipment help keep crews working during winter and reactive works.

Next Steps

Monitor the NY Highways supplier page and YORtender for the tender documents, and review the published notice and five-lot structure to choose your lots. Prepare health and safety and LOLER certifications, insurance, and evidence that you can serve multiple depots, including during winter. Plan your bid timetable now so you are ready when the tender opens.
