Framework Description
Pagabo's Decarbonisation Solutions Framework covers building works that cut carbon and improve energy efficiency in existing public buildings such as homes, schools, offices and leisure facilities. It has four lots by project value, each split into 12 geographic sub-lots, giving 48 sub-lots in all. The framework is live until 30 April 2028 and is used by public bodies working towards carbon reduction targets.
Context & Use Case
Councils, schools, housing providers and other public bodies use the framework to commission retrofit work on their estates without running a full tender. The value bands let a buyer match small single-building jobs and larger programmes to contractors of the right size, and the regional sub-lots point them to firms that operate in their area.
Scope of Services
Four value-band lots, each with 12 regional sub-lots Retrofitting existing buildings with energy-efficient technologies Renewable energy systems such as solar panels and heat pumps Insulation and glazing upgrades Smart building controls to optimise energy use Refurbishment works aimed at reducing carbon emissions
Lots
4 lots by value band, each split into 12 geographic sub-lots (48 sub-lots)
Who Can Apply
Contractors and installers delivering retrofit, renewable and energy efficiency works, matched to a value band and region. Suppliers are already appointed and applications for the framework are closed; the next opportunity is likely to be its re-procurement ahead of April 2028.
Buyer Benefits
Value bands and regional sub-lots give buyers a shortlist of contractors suited to the size and location of their project, which saves time on market research. A framework route also lets clients start work quickly once budgets are approved, which matters when decarbonisation funding comes with spending deadlines.
Next Steps
Appointed contractors should make themselves known to buyers in their region and value band. Others should watch Pagabo's upcoming frameworks pages, as re-procurement is likely to start some months before 30 April 2028. Prepare retrofit case studies with measured energy or carbon savings, PAS 2035 or MCS credentials where relevant, and evidence of regional coverage.
How Athena Can Help
For contractors outside this framework, the re-procurement is the next real chance. Athena can build a 6 to 12 month plan for it and similar retrofit frameworks, then deliver the application, through our framework planning service.
If you are appointed, our mini-competition bid support writes method statements and carbon savings evidence that score well, and our advice on pricing public contracts helps you price retrofit work that wins and still makes money.
