Developer Led Framework

Live

Framework Description

Pagabo's Developer Led Framework, run on behalf of Cumbria, Northumberland, Tyne & Wear NHS Foundation Trust, is a UK-wide route for public bodies to engage developers on estates projects. It gives access to 29 developers across nine lots covering development consultancy, legal services, SPV and LLP arrangements, development agreements and development management. It ends on 19 October 2026 and is being replaced by the National Framework for Developer Led Schemes 2026.

Context & Use Case

Public bodies use developer-led arrangements when they want a private partner to bring development expertise to land and property schemes. Routes include development agreements, joint vehicles such as SPVs and LLPs, and development management, so a body can choose how much risk and control to share. Pagabo's page lists further competition and direct award as the ways to appoint.

Who Can Apply

This framework ends on 19 October 2026 and cannot be joined. Developers, development managers and property law firms interested in this kind of work should look at its successor, the National Framework for Developer Led Schemes 2026, and check Pagabo's upcoming frameworks page for how and when to get on it.

Buyer Benefits

Developer-led routes let public bodies bring in development capacity and expertise they do not hold in-house, with competition between appointed developers. A ready-made framework with legal and structuring options already set out saves considerable procurement work on complex property deals.

Next Steps

Treat this framework as finished: its last day is 19 October 2026. Look instead at the National Framework for Developer Led Schemes 2026 on Pagabo's site, and use Pagabo's upcoming frameworks page to register interest in future renewals. Meanwhile, build scheme case studies and public sector references, and consider partnering with appointed developers on schemes.

How Athena Can Help

With this framework ending, the useful question is where else you can win public development work. Athena can find open regeneration and estates frameworks, plan which to target over the next 6 to 12 months and deliver your applications through our framework onboarding support.

Our bid writers for property schemes draft responses that show delivery on complex developments, and our bid/no-bid support helps you decide which partnership opportunities, including the successor framework, are worth pursuing.
