Framework Description
Pagabo's National Framework for Developer Led Schemes 2026 is the second-generation framework for public bodies engaging developers on estate and regeneration schemes. Managed on behalf of Cumbria, Northumberland, Tyne & Wear NHS Foundation Trust and procured under the Procurement Act 2023, it launched on 18 April 2026 and runs to 18 April 2030. Seven lots cover consultancy, legal advice, SPVs and LLPs, development agreements and development management.
Context & Use Case
NHS trusts, local authorities and education providers use the framework to deliver estate strategies through developer partnerships. Value-banded lots let a body choose an SPV or LLP up to £100 million or above, or a development agreement up to £50 million or above, alongside development consultancy, legal advice and development management support. The appointed supplier list is in Pagabo's framework guide.

Who Can Apply
Applications for this framework are closed following its 2026 procurement. Developers, development consultancies and property lawyers not appointed should consider partnering with appointed firms on individual schemes, and prepare for the next renewal ahead of April 2030.
Buyer Benefits
Developer-led schemes are complex and high in value, so public bodies value a route where developers and advisers have already been tested and legal structures are set out. Separate value bands for SPVs and development agreements help match a partner's scale to the scheme.
Next Steps
Read the framework guide on Pagabo's site to see the appointed supplier list and call-off procedures. If you are a consultant or specialist, approach appointed developers and consortia about roles on schemes. For the next renewal, build a record of public sector development partnerships, with outcomes, values and structures, well before 2030.
How Athena Can Help
Applications for the 2026 framework are closed, so for most firms the opportunity is partnering on live schemes or the next renewal. Athena can run a bid audit of developer-led awards to show where you stand against appointed firms and what to build before 2030.
Meanwhile, we can find other regeneration and estates frameworks open to new suppliers through our framework identification service, and offer public partnership bidding advice on individual schemes.
