National Framework for Major Works 2026

Live

Framework Description

Pagabo's National Framework for Major Works 2026 is its third-generation framework for public construction projects worth £5 million or more, with no upper value cap. Managed on behalf of Cumbria, Northumberland, Tyne & Wear NHS Foundation Trust as part of the Pagabo and YPO strategic delivery partnership, it was procured under the Procurement Act 2023. It launched on 20 April 2026 and runs to 19 April 2030.

Context & Use Case

Public bodies use it for major new builds such as schools, hospitals and government offices, large refurbishments and infrastructure programmes. Buyers can call off through Direct Appoint, FastTrack or Further Competition, choosing a route that fits the urgency and complexity of the scheme, and Pagabo supports clients through onboarding and their capital pipeline.

Scope of Services

Who Can Apply

Closed to new applications: the 2026 procurement has concluded and tier-one main contractors hold the places. Contractors outside it can seek supply-chain packages from appointed firms, or prepare for the next renewal, which is likely ahead of April 2030.

Buyer Benefits

Three call-off routes give buyers flexibility: direct appointment when speed matters, a fast-track process, or a further competition for best value. Tier-one contractors with the financial strength for £5 million-plus schemes reduce delivery risk on high-profile public projects, and agreed terms shorten the time from business case to site start.

Next Steps

Appointed contractors should keep relationships with Pagabo and public clients current so they are considered for Direct Appoint and FastTrack schemes. Specialist subcontractors should approach appointed contractors with relevant case studies. Others with major works ambitions should track Pagabo's upcoming frameworks page for the next renewal and build evidence on £5 million-plus projects now.

How Athena Can Help

For appointed contractors, Further Competition call-offs are where bids are won and lost. Athena's bid management for major works covers win themes, competitor scoring and pricing to win, so each competition gets a focused, compliant bid.

For contractors not on the 2026 framework, our framework targeting service finds other construction frameworks open now, and our early bid preparation gets your evidence, pricing and social value offer ready for Pagabo's next major works renewal.
