Framework Description
Pagabo's Professional Services Framework for Scotland gives Scottish public bodies access to construction and development consultants. It has seven appointed providers across four lots: Lot 1 is for a single provider covering the whole country, and Lots 2 to 4 are for individual providers. It is a traditional framework, not a DPS, and runs until 30 April 2028.
Context & Use Case
Scottish councils, schools, health bodies and other public organisations use the framework to appoint consultants for construction and development projects without a full tender. With a small panel, buyers deal with a known set of firms: one national provider through Lot 1 for a full service, or individual providers through Lots 2 to 4 for a more targeted appointment.
Scope of Services
Lot 1: single national provider Lots 2 to 4: individual providers Architecture, design and planning Civil and structural engineering Quantity surveying and cost management Environmental consultancy and project management

Who Can Apply
Construction consultancies working in Scotland, national or regional. The seven places are filled and applications for the framework are closed until it ends on 30 April 2028. Firms not appointed should look for other Scottish consultancy routes in the meantime and watch for any re-procurement.
Buyer Benefits
A small panel means buyers get to know the appointed firms and can appoint quickly. Lot 1 suits buyers who want one national provider under a single appointment, while Lots 2 to 4 suit buyers who want to choose individual consultants for a specific scheme.
Next Steps
Appointed firms should use the remaining term to build relationships with Scottish public clients and record outcomes. Others should watch Pagabo's upcoming frameworks page, which lists renewal dates, and build case studies with Scottish public bodies so any future submission carries strong local evidence.
How Athena Can Help
With only seven places, the next round will be tightly contested. Athena can score your likely position against competitors and build a focused submission with our bid strategy and writing.
We can also identify other consultancy frameworks open to firms working in Scotland through our framework scouting service, and give SME tender guidance to help regional consultancies compete with national firms on quality and price, and to decide whether Lot 1 or an individual lot suits them.
