Framework Description
Pagabo's Total Facilities Management Framework, managed on behalf of Red Kite Learning Trust, is a UK-wide route for hard, soft and total FM services. It has 27 appointed suppliers across six lots, split by service type and by value up to or over £1 million. A traditional framework rather than a DPS, it runs until 31 January 2029 and was designed for healthcare, blue-light, infrastructure, education and leisure buyers.
Context & Use Case
Public bodies with dispersed estates use the framework to buy hard FM, soft FM, or both under one total FM contract. The value split lets them match a single-site contract under £1 million, or a large multi-site programme, to suppliers sized for it. Buyers can run a further competition or appoint a supplier directly, with Pagabo's support.

Who Can Apply
Closed to new applications: 27 suppliers were appointed after the open procurement concluded in early 2025. FM providers not appointed can seek subcontract roles with appointed firms, especially for specialist services, or prepare for the next renewal ahead of January 2029.
Buyer Benefits
Buyers can choose between bundled total FM and separate hard or soft contracts, with value bands matching suppliers to contract size. Having national and regional suppliers on one framework gives buyers choice, and the option of direct appointment gives them a quick route to award.
Next Steps
Appointed suppliers should use Pagabo's framework guide to understand call-off procedures and target buyers in their lots. Specialist FM firms should approach appointed suppliers about subcontract packages, as large total FM contracts usually draw on specialist supply chains. Others should watch for the renewal before 31 January 2029.
How Athena Can Help
For appointed suppliers, Athena writes call-off bids that show mobilisation, service levels and value for each estate, through our FM tender management, including pricing models that cover the full contract term.
For firms outside it, our search for open FM frameworks finds routes you can join now, such as soft FM dynamic purchasing systems, and our guidance for public FM bids gets you ready for the renewal with evidence and pricing in place well before the deadline.
