Framework Description
Pagabo's Water Billing Services Framework, managed on behalf of Red Kite Learning Trust, gives public bodies a route to water supply and billing contracts by direct award. A single lot covers water supply, wastewater and drainage, all meter types and flexible contract lengths from one year upwards. It is capped at five suppliers, with one supplier appointed so far, and runs until 31 January 2029.

Councils, NHS trusts, schools and other bodies with multi-site estates in England, Wales or Scotland use the framework to buy water and wastewater services. Wholesale utility markets are volatile, so the framework pairs the procurement route with advice on contract timing based on market intelligence, helping buyers secure terms at the right moment.

Licensed water retailers holding Ofwat (England and Wales) or WICS (Scotland) authorisations. The framework is not a DPS, so continuous application is not possible; with a cap of five suppliers, check the framework page to see whether further appointments are planned.
