Framework Description
Peabody Trust, the housing association, has published a pipeline notice saying it intends to set up a legal services framework. A pipeline notice gives the market early warning of a future procurement. It is not a call for competition, so there is nothing to bid for yet. Once let, the framework will give Peabody a pre-agreed panel of external law firms to instruct, instead of sourcing legal support case by case.
Context & Use Case
The panel is meant to give Peabody quick access to outside legal expertise without tendering each instruction. The scope signalled so far spans general legal advice, contracts, disputes, regulatory compliance, property and housing law and governance, so both housing and corporate teams are likely to draw on it once the framework is in place.

Who Can Apply
Suits law firms with social housing, property, litigation and regulatory practices, including regional and specialist firms able to handle landlord work at volume. Nobody can join yet: the framework is at pipeline stage, and the route onto it will be the formal tender that follows the notice.
Buyer Benefits
Peabody gets firms already vetted on quality and rates, so its teams can instruct lawyers quickly instead of running a procurement for every matter. Lawyers who already understand housing regulation and tenancy law need less briefing, which keeps legal costs predictable across a large housing portfolio.
Next Steps
Watch Peabody Trust's buyer page on Stotles, and Peabody's own procurement notices, for the formal tender. Use the time now to collect housing association case studies, partner and associate CVs for property, litigation and regulatory work, and a clear rate card with fixed-fee options. If Peabody runs market engagement before the tender, take part: it is the best chance to influence lot structure and pricing.
How Athena Can Help
Legal panel tenders tend to turn on quality evidence and rates. While Peabody's framework is still at pipeline stage, Athena can run a bid/no-bid review for law firms so you decide early whether the work suits your practice, and start drafting housing case studies and partner profiles.
When the tender is published, our tender writing for legal panels covers quality answers written to the evaluation criteria and a model of your rates against likely rival firms. If you want other housing panels in your sights too, our framework search and application service can find legal frameworks run by other landlords that are open or due to open.
