Framework Developments

Framework Description

Peterborough City Council is developing three linked frameworks for looking after its property assets: a Multidisciplinary Consultancy framework, a Mechanical & Electrical framework and a Repairs and Maintenance framework, each split into several lots. The council announced them through Find a Tender notice 020577-2026 and a supplier engagement event in May 2026. All three are designed so that contractors of every size, and local firms in particular, can compete.

Context & Use Case

The frameworks will cover the work behind the council's property portfolio, from surveying and design through to servicing building plant and carrying out day-to-day repairs. Splitting the requirement into three areas, then into lots, means a building surveying practice, an HVAC engineer and a fencing contractor can each bid for the work they actually do, rather than having to cover everything.

Scope of Services

Multidisciplinary Consultancy: building surveying, engineering, fire, quantity surveying, architecture Mechanical & Electrical: heating, ventilation, air conditioning, refrigeration Mechanical & Electrical: renewable energy, fire safety, electrical Repairs and Maintenance: multi-trade maintenance and specialised trades Repairs and Maintenance: drainage, fencing and passive fire works

Lots

Yes: Three framework areas (Multidisciplinary Consultancy, M&E, Repairs & Maintenance) with multiple lots

Who Can Apply

Suits surveying and design consultancies, M&E contractors and building maintenance firms, especially the Peterborough-area SMEs the council wants to attract. None of the three frameworks can be joined yet; suppliers get on by bidding in the tenders that follow the engagement stage.

Buyer Benefits

The council gets specialists matched to each type of property work, with lots small enough for local firms to bid for. That widens its pool of contractors, keeps spending in the local economy, and gives it ready-procured routes for consultancy, plant servicing and repairs instead of tendering jobs one at a time.

Next Steps

The supplier engagement event on 15 May 2026 has passed, so the next milestone is the tender itself. Follow notice 020577-2026 on Find a Tender for updates, decide which framework and lots match your trades, and get evidence ready: recent public sector property projects, accreditations for gas, electrical or fire work, insurance levels and health and safety policies.

How Athena Can Help

Three frameworks and several lots in each means choices to make before the tender lands. Athena can help you work out which lots are worth bidding for through lot-by-lot bid planning, and use our pipeline planning for frameworks to schedule this alongside other council property frameworks due over the next 6 to 12 months.

When Peterborough publishes the documents, our construction and FM bid writers can write the quality responses, prepare your case studies and check the whole submission for compliance before it goes in.
