Property Works

Live

Framework Description

Property Works is a dynamic market run by Places for People Group for maintenance and improvement work on its homes and buildings. It has 20 lots grouped into five themes, from surveys and compliance through building, fit-out, and mechanical and electrical work to specialist services. As a dynamic market, it can admit new suppliers while it runs, and it is in place until 30 June 2036.

Context & Use Case

Places for People and partner organisations use it across the life of a property: checking condition and compliance, repairing the fabric, refurbishing empty homes, fitting kitchens and bathrooms, and upgrading heating and energy systems. Work is competed among admitted suppliers on the relevant lot, so specialists only compete in their field. Heat pump, solar PV and EV charger lots sit alongside the traditional trades.

Scope of Services

Theme 1, Professional Surveys and Compliance (Lots 1–3): stock condition surveys, energy performance certificates, fire risk assessments Theme 2, General Building and External Works (Lots 4–8): structural works, external fabric, environmental and landscaping, drainage and groundworks, external wall treatments Theme 3, Internal Fit Out and Joinery (Lots 9–12): kitchen and bathroom installations, finishing trades, void refurbishments, responsive repairs Theme 4, Mechanical, Electrical and Heating (Lots 13–17): electrical, heating and ventilation, solar PV, heat pumps, EV chargers Theme 5, Specialist Works and Adaptations (Lots 18–20): aids and adaptations, hazardous materials, fencing and safety

Lots

Yes: 20 lots across 5 themes (Theme 1: Professional Surveys and Compliance - Lots 1-3; Theme 2: General Building and External Works - Lots 4-8; Theme 3: Internal Fit Out & Joinery - Lots 9-12; Theme 4: Mechanical, Electrical & Heating - Lots 13-17; Theme 5: Specialist Works).

Who Can Apply

Suits surveyors, building contractors, fit-out and joinery firms, M&E and renewables installers, and adaptations, hazardous materials and fencing specialists with housing maintenance experience. Because it is a dynamic market, suppliers can apply to join now and choose the lots that match their trades; bidding for several lots is encouraged.

Buyer Benefits

Places for People can buy anything from a fire risk assessment to a heat pump installation through one route, with specialists competing in each lot. Keeping the market open lets it add capacity in hard-to-source trades over a long term, and the energy lots give it a direct route for decarbonising its homes.

Next Steps

Start with the dynamic market establishment notice on Find a Tender (2026/S 000-095546, published 9 October 2026) for the application route. Map your services against the 20 lots, then prepare evidence lot by lot: trade accreditations, housing maintenance case studies, quality systems and insurances. Once admitted, watch for competitions in your lots and respond quickly.

How Athena Can Help
