Fleet Management Framework

Coming soon

Framework Description

Places for People Group is procuring a new fleet management operating model in five lots, covering commercial vehicle and company car leasing, accident management, servicing and repair, and an integrated turn-key fleet service. The tender was published on 4 September 2026 under the competitive flexible procedure, with an estimated value of £111.87 million including VAT. Contracts are expected to run from 29 March 2027 to 29 March 2032, with possible extensions to 2036.

Context & Use Case

Places for People runs a large, mixed fleet supporting frontline housing, property management and repairs services, and its current contract expires in March 2027. The new model aims to improve vehicle availability, cost control, supplier accountability and decarbonisation, and to give drivers a better experience. With five lots, specialist providers can bid for part of the requirement rather than all of it.

Who Can Apply

The tender is open until 12pm on 9 November 2026, and up to three of the highest-scoring bidders per lot go through to negotiation and best and final offers.

Buyer Benefits

One procurement gives Places for People a single operating model for its fleet, with clearer costs for leasing, servicing and compliance, and less time spent chasing MOTs, tax and insurance. Bidders should expect it to value accurate whole-life cost data and reliable reporting across commercial vehicles and company cars.
