Framework Description
Plymouth City Council is reopening its Adults' Care Home Framework, an open framework first awarded in December 2025, to add more registered care homes with PL postcodes. The reopening covers three lots: residential care home services, residential care home services with innovation, and Intermediate Care Pathway 2 rehabilitation and reablement beds. The framework runs until 31 December 2030, with an option to extend to 31 December 2035.
Context & Use Case
The council places adults who need residential or nursing care because of age, disability or health conditions, and uses the framework to secure enough local beds and choice for residents. Lot 3 supports people leaving hospital through Pathway 2 rehabilitation and reablement beds. Placing people with framework homes in the PL area keeps them close to family and local services.

Who Can Apply
Suits CQC-registered residential and nursing homes in PL postcodes, including homes not on the framework now. This reopening is the route on: providers apply through the tender window rather than at any time, so watch for the deadline once documents are released.
Buyer Benefits
The council gains local capacity and choice, so residents can be placed quickly in suitable settings. CQC registration gives a baseline of quality, while the innovation lot lets it reward homes that offer something new in care practice. Pathway 2 beds help people recover outside acute wards.
Next Steps
Watch Find a Tender for the reopening notice; notice 086042-2025 records the original award, with contracts starting on 9 January 2026. Check that your CQC registration and latest rating are current, decide which lots fit your home, and prepare evidence on staffing, training, safeguarding and outcomes. For Lot 2, be ready to describe your innovation; for Lot 3, show rehabilitation and reablement capability.
How Athena Can Help
Reopening windows are short, so prepare before the documents appear. Athena can help you choose the right lot and plan the response through our public sector tender planning, then gather CQC, staffing and policy evidence in good time.
Our care sector bid writing turns your quality of care, innovation or reablement results into answers that score, and our care framework registrations can track other local authority care frameworks that reopen during the year.
