Framework Description
Powys County Council has reopened Lot 12 (Newtown) of its Early Years Pre-School Education Provision framework to bring more providers onto the panel. Settings on the framework deliver funded early education for three and four year olds. The reopening was advertised through Find a Tender notice 039648-2025, and the framework runs until 31 August 2029, with an option to extend by a further year to 31 August 2030.
Context & Use Case
Since September 2025, contracted settings have provided 10 hours a week of education during term time for children aged three to four, funded at £6.67 per hour per child. The council uses the framework to keep a spread of quality settings across its catchment areas. Individual setting contracts last four years, with extension options of up to two years.
Scope of Services
Lot 12: Newtown catchment Funded early years education, 10 hours a week in term time Play-based learning for children aged three and four Support for children with different learning needs Working in partnership with parents
Lots
Lot 12 Newtown (part of Early Years Pre-School Education Provision framework)
Who Can Apply
Suits registered early years settings in the Newtown catchment, such as playgroups and nurseries offering pre-school education. Settings join through reopenings of the framework rather than at any time, so those that missed this one should check the framework page for further reopenings of Lot 12.
Buyer Benefits
The council can offer families a choice of local funded places while holding every setting to the same quality standards and contract terms. Reopening a single lot lets it add capacity in Newtown without retendering the county-wide framework, and a fixed hourly rate keeps its funding predictable.
Next Steps
Read notice 039648-2025 and check Powys County Council's procurement pages to see whether Lot 12 is accepting applications. Keep your registration and inspection record current, and prepare evidence of curriculum, safeguarding, staff qualifications and how you support additional needs. Before committing, check that 10 hours a week at £6.67 per child per hour works for your setting.
