Framework Description
Procurement for Housing (PfH) runs the Asset Decarbonisation & Retrofit DPS to supply social housing landlords with goods, works and services for their net zero plans. Its nine lots run from PAS services and net zero consultancy to fabric-first measures, technology installation, whole house retrofit, district infrastructure, materials and a retrofit training academy. As a DPS it is open to new suppliers until 31 July 2027.
Context & Use Case
Housing associations, councils and other landlords use it to deliver decarbonisation at scale, from planning retrofit through installing measures to training staff. Each requirement is competed among suppliers admitted to the relevant lot, so a retrofit coordinator, an insulation installer and a heat network specialist each compete on their own ground.
Scope of Services
Lot 1: PAS services Lot 2: net zero consultancy Lot 3: primary measures (fabric first) Lot 4: net zero technologies installation and maintenance Lot 5: whole house retrofit Lot 6: district infrastructure and services Lots 7 and 8: net zero material supply; net zero technology solutions Lot 9: retrofit training academy
Lots
Lot 1 PAS Services; Lot 2 Net Zero Consultancy; Lot 3 Primary Measures (Fabric First); Lot 4 Net Zero Technologies Installation and Maintenance; Lot 5 Whole House Retrofit; Lot 6 District Infrastructure and Services; Lot 7 Net Zero Material Supply; Lot 8 Net Zero Technology Solutions; Lot 9 Retrofit Training Academy
Who Can Apply
Suits retrofit coordinators and assessors, energy consultants, insulation and renewables installers, whole house retrofit contractors, material suppliers and training providers. The DPS is open now, but it ends on 31 July 2027, so apply soon to make the most of its remaining term.
Buyer Benefits
Landlords can buy each part of a retrofit programme from qualified specialists and add suppliers as programmes grow. A dedicated PAS lot helps them meet the standards that retrofit funding usually requires, and the training lot helps them build retrofit skills in-house.
Next Steps
Read the DPS details on PfH's framework page and follow its application route. Prepare lot-specific evidence: PAS 2030 or PAS 2035 certification where relevant, TrustMark registration, MCS for renewables installers, social housing case studies and quality systems. With under a year left, ask PfH what follows in July 2027 so you are ready for any replacement.
How Athena Can Help
Nine lots and specialist certification make lot choice important. Athena can match your retrofit services to the right lots, write the application and compliance-check it through our retrofit DPS applications service.
Once admitted, each project is competed. Our net zero bid writing shows PAS compliance, resident engagement and carbon results clearly, and our retrofit pricing support helps you price measures to win while protecting margin. Before July 2027, we can also find the frameworks likely to replace this DPS.
