Framework Description

Business Solutions is Procurement for Housing's framework for the everyday operational needs of social housing landlords, from office supplies and print to furniture, workwear and PPE, janitorial products and digital transformation. It has ten lots, including Smart Savings, Total Print and Tail Spend options, and offers UK-wide coverage. The framework runs until 30 June 2029.

Context & Use Case

Housing providers buy routine supplies through it rather than tendering each category, using direct award or mini-competition within the relevant lot. Offices order stationery and furniture, maintenance teams order workwear and PPE, and estate services order janitorial products. Larger landlords can also use the total print and tail spend lots to bring scattered spending together.

Scope of Services

Lots 1 and 2: office and business solutions, including Smart Savings Lot 3: print devices and associated services Lot 4: print mailing and digital communications Lot 5: office and business furniture Lot 6: digital transformation Lot 7: total print solution Lot 8: workwear and personal protective equipment Lots 9 and 10: janitorial supplies; tail spend solution

Lots

Lot 1 Office and Business Solutions; Lot 2 Office and Business Solutions - Smart Savings; Lot 3 Print Devices and Associated Services; Lot 4 Print Mailing and Digital Communications; Lot 5 Office and Business Furniture; Lot 6 Digital Transformation; Lot 7 Total Print Solution; Lot 8 Workwear and Personal Protective Equipment; Lot 9 Janitorial Supplies; Lot 10 Tail Spend Solution

Who Can Apply

Suits office supplies wholesalers, managed print providers, furniture suppliers, workwear and PPE firms, janitorial distributors and digital transformation consultancies. Applications for this framework are closed, so new suppliers cannot join before PfH re-tenders, likely around mid-2029.

Buyer Benefits

Members cover ten categories of routine spend through one agreement, choosing direct award for speed or mini-competition for price. The tail spend and total print lots help finance teams bring low-value purchases under control and get better management information, while one agreement keeps supplier admin light.

Next Steps

Appointed suppliers should promote their lots to PfH members and track call-off performance for the re-tender. Others should look at other housing and public sector consortium frameworks for office, print and PPE supply, and before 2029 build social housing references, sustainability credentials and clear national delivery data.

How Athena Can Help

For suppliers on Business Solutions, Athena helps win mini-competitions with sharp, evidence-based responses on service and delivery, and margin-safe public sector pricing on high-volume, low-value lines.

For those outside it, our framework mapping and applications service finds other supplies frameworks open now and prepares your submissions, while our bid management for supplies tenders gets you ready for PfH's 2029 re-tender with win themes, competitor scoring and pricing that holds up on high-volume contracts.
