Procurement for Housing

Capital Works and Associated Services DPS

Live

Framework Description

Procurement for Housing's Capital Works and Associated Services DPS lets housing providers deliver refurbishment and modernisation projects of any size with pre-qualified contractors across the UK. Its twelve lots cover whole house works and individual elements, such as kitchens, bathrooms, heating, roofing and windows, plus support services like skips and scaffolding. It is open to new contractors until 23 February 2029.

Context & Use Case

Landlords use it for planned investment: replacing kitchens and bathrooms at the end of their life, upgrading heating and electrics, renewing roofs, windows and doors, and adding insulation or adaptations for disabled residents. Each project is competed among contractors on the relevant lot, so a roofing specialist can win roofing work without bidding for whole house schemes.

Who Can Apply

Suits building contractors, trade specialists, adaptations firms, and support services such as skip hire and scaffolding companies. The DPS is open, so contractors can apply now for the lots that match their trades and add more later.

Buyer Benefits

Landlords can run mini-competitions for each works package with contractors already vetted, avoiding a full tender for every programme. Single-trade lots widen competition and let smaller local firms bid, while the whole house lot suits combined works on empty homes or major refurbishments.

Next Steps

Check PfH's framework page for the DPS application route, then choose lots carefully. Prepare evidence trade by trade, such as Gas Safe registration for heating or competent person scheme membership for electrical and windows work, plus health and safety accreditation and social housing case studies. Once admitted, price each package with resident liaison in occupied homes in mind.

How Athena Can Help

This DPS is open, so the job now is a strong application on the right lots. Athena can choose those lots with you, assemble accreditations and case studies, and check the submission through our contractor registration service.

Once you are on, each mini-competition decides who gets the work. Our refurbishment tender writing shows resident care and quality on site, and our bidding strategy for public work helps you choose which packages to price and at what margin.
