Framework Description
Compliance Solutions is Procurement for Housing's framework of accredited contractors for asbestos, damp and mould, electrical, lift and legionella work in social housing. Its twelve lots include fully managed options for asbestos, damp and mould, and electrical compliance alongside single services. It covers everything from testing through to remediation and runs until 19 October 2027.
Context & Use Case
Housing providers turn to it when they want one contractor to run a whole compliance stream through a fully managed lot, or a specialist for a single task such as a damp and mould survey. Separate damp and mould surveying, treatment and managed lots let landlords move from diagnosis to repair through one route.

Who Can Apply
Suits accredited asbestos, damp and mould, electrical, lift and water hygiene contractors with social housing experience. Places are fixed until PfH re-procures, so firms outside it must wait for the re-tender, likely around October 2027.
Buyer Benefits
Landlords get accredited contractors already checked by PfH, and the managed lots let them hand over an entire compliance stream, with one supplier accountable for surveys, works and records. That reduces the risk of gaps in compliance data across large housing stocks.
Next Steps
Appointed contractors should collect performance evidence for the re-tender. Others can apply now to PfH's Compliance Services and Associated Works DPS, open until September 2028, to start working with PfH members, and prepare for this framework's replacement with accreditations, damp and mould case studies, and evidence of managing compliance data and reporting.
How Athena Can Help
With this framework ending in October 2027, now is the time to prepare for its replacement. Athena can build it into a 12-month framework pipeline, then deliver your application, with damp and mould and managed-service evidence set out clearly.
For appointed contractors, our bid team for compliance contracts helps win mini-competitions, and our pricing that wins and pays keeps managed-service rates competitive over the full term, with competitor analysis to show where you stand.
