Decarbonisation and Retrofit

Live

Framework Description

Procurement for Housing's Decarbonisation and Retrofit framework gives housing associations, local authorities and other social landlords 48 vetted suppliers for carbon reduction and energy efficiency upgrades. It has 14 specialist lots, from solar PV, heat pumps and insulation to funding, surveying and ECO delivery, and an estimated value of £520 million. It runs until 31 October 2027.

Context & Use Case

Landlords use it to plan and deliver retrofit programmes end to end: surveying stock and planning measures, securing ECO and other funding, installing fabric upgrades and low-carbon heating, and managing metering and billing afterwards. A landlord can appoint one full-service partner under Lot 9 or buy individual measures from the specialist lots.

Scope of Services

Lots 1–3: solar PV; air source heat pumps; ground source heat pumps Lots 4 and 7: insulation; triple glazing Lot 5: EV charge points Lot 6: metering and billing Lots 8 and 9: retrofit works; full-service solution (retrofit works) Lots 10 and 14: funding; ECO funding and delivery Lots 11 and 12: asset management and surveying; retrofit services Lot 13: energy bureau services

Who Can Apply

Suits renewables installers, insulation and glazing contractors, retrofit main contractors, surveyors, energy bureaus and funding partners. All 48 places are filled and applications are closed, so new suppliers cannot join before PfH re-tenders, likely around its October 2027 end.

Buyer Benefits

With £520 million of estimated capacity, landlords can run large programmes without procuring each element. Funding and ECO lots help them pay for the work, and specialist lots let them choose proven installers for each technology rather than relying on one generalist.

Next Steps

Appointed suppliers should keep delivery and carbon-saving data for the re-tender. Others can apply to PfH's Asset Decarbonisation & Retrofit DPS, open until July 2027, to start working with PfH members now, and put relevant credentials such as PAS 2030/2035, MCS and TrustMark in place ahead of this framework's replacement.

How Athena Can Help

For the 48 appointed suppliers, mini-competitions are where value is won. Athena's bid writers for retrofit programmes build win themes around carbon savings, resident engagement and funding know-how.

For firms outside it, our framework entry planning can prepare your application to PfH's open retrofit DPS now and get you ready for this framework's re-tender, backed by an honest bid/no-bid assessment of which lots you can realistically win, so effort goes where your installation record is strongest.
