Framework Description
Procurement for Housing's Energy Supply and Services DPS gives housing associations, local authorities, ALMOs and other public bodies a route to gas and electricity contracts in England, Wales and Scotland. Its four lots split gas and electricity into fixed and flexible options, each with associated services. As a DPS it is open to licensed energy suppliers until 27 October 2028.
Context & Use Case
Buyers use it to put energy contracts in place for their buildings and portfolios, choosing fixed pricing for budget certainty or flexible purchasing to buy in stages as the market moves. Each contract is competed among admitted suppliers in the relevant lot, so suppliers compete on both price and the service wrapped around supply.

How Athena Can Help
Energy supply tenders depend on pricing structure as much as service. Athena can complete your DPS application and check it against PfH's requirements through our energy DPS applications service.
For each contract, our energy tender writing sets out account management, billing accuracy and consumption reporting clearly for each buyer, and our bid pricing models help you weigh fixed and flexible offers so they win and stay profitable over the full supply period.
