Framework Description
Procurement for Housing's Fire Safety Consultancy framework provides housing providers with fire risk assessments, fire safety consultancy and fire engineering services. Lot 1 covers fire risk assessments on a regional basis, while Lots 2 and 3 cover consultancy and fire engineering nationally, including Scotland. The framework runs until 18 July 2027, so its re-tender is approaching.
Context & Use Case
Landlords use it to meet their fire safety duties across their stock: commissioning regular fire risk assessments, getting advice on fire strategies and compliance audits, and bringing in fire engineers for design questions on more complex buildings. Regional assessors handle routine assessment volumes, and national consultants support strategy and engineering work.
Scope of Services
Lot 1: fire risk assessments (regional) Lot 2: fire safety consultancy services (national and Scotland) Lot 3: fire engineering consultancy services (national and Scotland) Fire strategy and compliance auditing
Lots
Lot 1 Fire Risk Assessments (Regional); Lot 2 Fire Safety Consultancy Services (National & Scotland); Lot 3 Fire Engineering Consultancy Services (National & Scotland)
Who Can Apply
Suits fire risk assessors, fire safety consultancies and fire engineers with recognised qualifications and accreditation. No new firms can be added before the July 2027 end date, so the re-tender is the way in.
Buyer Benefits
Regional assessment lots give landlords assessors close to their stock, while the national lots give access to specialist expertise wherever they operate, including Scotland. Pre-vetted competence matters here, because landlords rely on the quality of these assessments to meet their legal duties.
Next Steps
Appointed firms should gather performance and quality data now. Others should prepare for the re-tender: assessor and engineer qualifications and third-party accreditation, social housing assessment volumes, sample reports, quality assurance processes and regional coverage for Lot 1. Assessors can also look at the fire risk assessment lot on PfH's open Compliance Services DPS in the meantime.
