Funded Retrofit Works and Delivery

Live

Framework Description

Procurement for Housing's Funded Retrofit Works and Delivery framework pairs funding expertise with retrofit delivery in one appointment. Social housing landlords use it to secure grant funding and then carry out the energy efficiency works that funding pays for, supporting decarbonisation of their stock and action on fuel poverty. It is a single-lot framework and runs until 28 February 2029, with no extension.

Context & Use Case

It is aimed at housing associations, councils and other landlords who want to retrofit homes but lack the in-house capacity to write funding bids and manage delivery separately. Instead of procuring a bid writer and a contractor in two exercises, they appoint one partner to prepare the grant application and then deliver the upgrades, which keeps responsibility for outcomes in one place.

Who Can Apply

Best suited to retrofit contractors and delivery partners who can show a record of winning or administering housing retrofit funding as well as installing measures. Applications for this framework are closed, so new suppliers cannot join until PfH re-tenders it, likely as the 28 February 2029 end date approaches.

Buyer Benefits

Landlords value having one partner accountable for both securing the money and spending it well. That cuts the risk of winning a grant and then struggling to procure installers within the funding timetable, and it gives members a pre-competed route to decarbonisation work that also reduces fuel poverty for residents.

Next Steps

Appointed partners should focus on turning member interest into call-offs: evidence of funds secured, homes upgraded and resident outcomes will carry weight. Suppliers outside the framework have until February 2029 to build that evidence, follow the PfH framework page for re-tender notices, and decide whether to partner with a funding specialist or a delivery contractor to cover both halves of the offer.

How Athena Can Help

Retrofit partners already on this PfH framework can use Athena's bid writing and pricing support to win call-offs, with responses that set out funding success and delivery quality against each buyer's criteria. For those planning ahead, our public sector bid consultancy helps you decide whether to bid alone or in partnership and builds the social value case for fuel poverty work.

When the re-tender approaches, Athena's framework application support covers the selection questions, narrative answers and evidence, with a compliance check before you submit.
