Procurement for Housing

Housing Construction: Modern Methods of Construction - Category 1

Live

Framework Description

Procurement for Housing's Modern Methods of Construction Category 1 framework gives social housing providers access to manufacturers of volumetric offsite homes, built as complete modules in a factory and assembled on site. It has three lots: housing and apartments up to 18m, housing only, and apartments only up to 18m. PfH positions it as a route to faster delivery, assured quality and stronger sustainability performance on new homes.

Context & Use Case

Housing associations, councils and ALMOs use it to commission new homes where volumetric construction makes sense, such as schemes that need short on-site programmes or consistent quality across many units. Lots 1 and 3 cap apartment schemes at 18m, so the framework suits low and medium-rise developments rather than tall blocks, while Lot 2 is for houses alone.

Scope of Services

Lot 1: Housing and apartments (up to 18m) Lot 2: Housing only Lot 3: Apartments only (up to 18m) Volumetric modular manufacture and on-site assembly

Lots

Lot 1 Housing and apartments (up to 18m); Lot 2 Housing only; Lot 3 Apartments only (up to 18m)

Who Can Apply

Suits volumetric modular manufacturers able to deliver complete homes for social landlords. Applications for this framework are closed, so those not appointed cannot join now. Check the PfH framework page for the agreement term to judge when it is likely to be re-tendered.

Buyer Benefits

Buyers get manufacturers that PfH has already vetted for quality and regulatory compliance, which saves them assessing factory capability themselves. Volumetric delivery shortens time on site and reduces disruption for neighbours, and choosing a lot by house or apartment type means the manufacturer's product range matches the scheme.

Next Steps

If you are appointed, prepare scheme-specific material showing build programmes, quality assurance and completed homes, ready for member call-offs. If you are not, check the term on the PfH MMC Category 1 page, then build the evidence you would need at re-tender: completed volumetric schemes by type, factory accreditations and sustainability data.

How Athena Can Help

Athena works with offsite manufacturers on both sides of this framework. For appointed suppliers, our bid writers and pricing specialists help turn member enquiries into won schemes, with win themes built around programme certainty and quality. For manufacturers outside it, we prepare for the re-tender with early public sector bid planning and an honest view of which of the three lots suits your product range.

When the procurement opens, Athena's registration team can write and compliance-check the application.
