Framework Description
Procurement for Housing's Interior Decorating and Furnishing Solutions (IDFS) framework supplies social housing providers with decorating materials, recycled paint, furniture, furniture rental and flooring. Sixteen vetted suppliers sit across six lots, covering both retail and trade decorative products. The agreement runs until 27 November 2029 with no extension, giving appointed suppliers a long call-off window.
Context & Use Case
Housing providers across the UK use it for void refurbishment, communal area upgrades and planned interior improvements. A landlord preparing empty homes for new tenants might buy decorating materials and flooring, while one furnishing temporary or supported housing could rent or lease furniture rather than buy it outright. Communal lounges and offices can be refreshed through the same route.

Who Can Apply
Suits paint and decorating merchants, recycled paint suppliers, furniture manufacturers and flooring suppliers, plus businesses offering furniture on rental or lease terms. Applications for this framework are closed, and with an end date of 27 November 2029, a re-tender is some way off.
Buyer Benefits
Buyers can source what they need to bring a void property up to letting standard through one agreement, which helps cut turnaround times. The recycled paint lot supports sustainability goals, and the rental and lease option suits landlords who furnish homes for short periods and prefer not to hold furniture stock.
Next Steps
Appointed suppliers should promote their lot to PfH members with void-focused offers, such as packaged decorating supplies or quick flooring fits. Suppliers outside it face a long wait until the November 2029 end date, so look at other open housing routes in the meantime and keep evidence of social housing contracts current for the eventual re-tender.
How Athena Can Help
Most suppliers outside IDFS will need other routes into social housing before 2029. Athena's framework search and application service identifies frameworks and DPSs that are open now and builds a 6–12 month pipeline plan. For appointed suppliers, our bid management consultants help win call-offs with clear pricing and value-add win themes.
When the re-tender comes, Athena offers end-to-end public sector bidding support, planned from first approach to award, with pricing that keeps the contract profitable.
