Procurement for Housing

Modular Buildings and Associated Services

Live

Framework Description

Procurement for Housing's Modular Buildings and Associated Services framework is a four-year agreement running from 22 October 2026 to 21 October 2030. It covers permanent modular buildings, temporary and hire buildings, specialist high-assurance and secure environments, and modular consultancy across six lots, for PfH members in England, Wales and Northern Ireland and other eligible public bodies.

Context & Use Case

Unlike most PfH frameworks, it reaches well beyond housing: social landlords, education, healthcare and blue-light customers can all use it. Needs range from permanent classrooms or clinics to temporary decant space and secure buildings for defence or custodial settings. Members appoint suppliers through mini-competition or direct award under the relevant lot.

Scope of Services

Lot 1a: Permanent modular buildings up to £5m Lot 1b: Permanent modular buildings, all values Lot 2: Temporary and hire buildings, refurbishment and relocation Lot 3a: High-assurance and secure environments up to £5m Lot 3b: High-assurance and secure environments, all values Lot 4: Modular consultancy, including feasibility, MMC strategy, carbon modelling and post-occupancy evaluation

Lots

Lot 1a Permanent modular buildings up to GBP 5m; Lot 1b Permanent modular buildings all values; Lot 2 Temporary and hire buildings, refurbishment and relocation; Lot 3a Specialist high-assurance and secure environments up to GBP 5m; Lot 3b Specialist high-assurance and secure environments all values; Lot 4 Modular building consultancy and professional services

Who Can Apply

Suits modular manufacturers, hire fleet operators, secure building specialists and MMC consultants. The supplier list was set at award and applications are closed for the framework's full term, so new suppliers will have to wait for a successor, likely around October 2030.

Buyer Benefits

Value-banded lots keep smaller projects with suppliers suited to them, and a separate secure environments route covers defence, blue-light and custodial work where assurance needs are higher. The consultancy lot lets clients buy feasibility, carbon modelling and post-occupancy evaluation without a separate tender, while modular delivery gives faster programmes and more cost certainty.

Next Steps

The framework starts on 22 October 2026, so appointed suppliers should brief PfH on their offer and approach target buyers in education, health and blue-light as well as housing. Suppliers that missed out should study the procurement record on Find a Tender (ocds-h6vhtk-066bf8) to understand the lot structure, then target other modular routes while planning for 2030.

How Athena Can Help

For appointed suppliers, the first call-offs set the tone. Athena's bid management service prepares mini-competition responses with win themes for each buyer sector and pricing tested against likely rivals.

Suppliers who were not appointed can use our help with framework applications to find open frameworks and DPSs for modular work and build a pipeline plan. Athena also gives support with direct public tenders from schools, trusts and councils in the meantime.
