Procurement for Housing

Non-Residential Construction DPS

Live

Framework Description

Procurement for Housing's Non-Residential Construction DPS is a Dynamic Purchasing System for buildings other than homes, such as community hubs, health facilities and civic spaces. Its four lots cover modular buildings, panelised buildings, traditional construction and refurbishment. The DPS runs until 31 January 2029, and contractors who meet its criteria can be admitted at any point before then.

Context & Use Case

Housing providers use it when their programmes include non-residential buildings alongside homes, for example a community centre on a regeneration estate or a health facility within a mixed scheme. Buyers choose the lot by construction method, then run a competition among the suppliers admitted to that lot for each project.

Scope of Services

Lot 1: Modular buildings Lot 2: Panelised buildings Lot 3: Traditional construction Lot 4: Refurbishment Community hubs, health facilities and civic spaces

Lots

Lot 1 Modular Buildings; Lot 2 Panelised Buildings; Lot 3 Traditional Construction; Lot 4 Refurbishment

Who Can Apply

Open to contractors working in modular, panelised, traditional build or refurbishment of non-residential buildings. As a live DPS it accepts applications now, so suppliers can join without waiting for a re-tender. Smaller contractors with community building or refurbishment experience can compete here alongside larger firms.

Buyer Benefits

Because new contractors can join throughout, buyers always have a current pool to compete each project against. Lots by construction method let a landlord compare modular, panelised and traditional options for the same type of building, and the refurbishment lot covers works to existing community assets as well as new build.

Next Steps

Choose the lot or lots that match your delivery method and apply through the PfH Construction DPS page. Prepare insurance, health and safety and financial information, plus case studies of comparable non-residential projects. After admission, expect a competition for each project, so keep a capability statement you can adapt quickly.

How Athena Can Help

Athena can handle your application to this DPS through our DPS application service: we confirm the right lots, answer the selection questions, write the responses and run a compliance check before you submit.

Once admitted, every project is competed. Athena's help with bid writing sharpens each response with win themes, and our bid/no-bid guidance helps you pick the projects where your build method and location give you the best chance of winning.
