Framework Description
PfH Non-Residential Construction is a Procurement for Housing framework, let under the Procurement Act 2023, for non-residential buildings such as offices, depots and community facilities. It has three lots: multi-discipline construction consultancy, major works for projects of £10m and above, and minor works for projects up to £12m. It runs until 30 July 2029 with no extension.
Context & Use Case
Housing providers use it for buildings that support their operations rather than homes themselves: head offices, repairs depots and community centres. Members can direct award or run a mini-competition among pre-evaluated suppliers, and can appoint a consultancy team through Lot 1 to design and manage a project before choosing a contractor from Lot 2 or Lot 3.
Scope of Services

Who Can Apply
Suits construction consultancies and main contractors working on non-residential buildings. Applications for this framework are closed: two national consultancies hold Lot 1, one national contractor holds Lot 2, and six contractors cover ten regions under Lot 3. Others cannot join until the re-tender, likely around 30 July 2029, but should check PfH's Capital Works DPS.
Buyer Benefits
Buyers can procure the whole project chain, from consultancy to works, through one agreement. The overlapping value bands of the major and minor works lots give flexibility for projects between £10m and £12m, and suppliers have already been evaluated under the Procurement Act 2023, which saves buyers time.
