Procurement for Housing

Planned Works

Framework Description

Procurement for Housing's Planned Works framework covers the main planned maintenance trades for social housing across England, Wales, Scotland and Northern Ireland. Its 19 lots span kitchens and bathrooms, windows and doors in UPVC, timber, composite and aluminium, electrical works, cyclical painting and decoration, roofing, whole house works and surrounding works, several split by value band. It runs until 31 July 2028.

Context & Use Case

Landlords use it for capital programmes such as kitchen and bathroom replacements, window renewals, re-roofing and whole-house refurbishment. They can buy materials only, such as kitchens, windows or roofing, for in-house teams, or supply-and-install contracts from specialist contractors, with value bands that match the size of each programme. Surrounding works have a lot of their own, Lot 19.

Scope of Services

Kitchen supply, including branch network (Lots 1–2) Windows and doors supply only, UPVC and timber (Lots 3–4) Windows and doors supply and install, four materials (Lots 5–8) Kitchens and bathrooms supply and install, £0–2m and £2m+ (Lots 9–10) Electrical works; cyclical painting and decoration (Lots 11–12) Roofing materials and roofing works, £0–1m and £1m+ (Lots 13–15) Whole house works in three value bands; surrounding works (Lots 16–19)

Who Can Apply

Suits kitchen and window manufacturers, merchants with branch networks, roofing and electrical contractors, decorators and multi-trade contractors for whole house works. Applications for this framework are closed. Suppliers not appointed will need to target the re-tender, likely around 31 July 2028, as there is no extension.

Buyer Benefits

Buyers value the transparent competitive process, the social value commitments built into delivery, and value bands that keep a small roofing programme apart from a multi-million-pound one. Supply-only lots let in-house teams buy materials directly, and having all planned trades under one agreement makes programme oversight and cost control simpler.

Next Steps

Incumbents should prepare for competitive call-offs with social value offers and cost certainty in mind. Others should plan for the re-tender ahead of July 2028: choose the lots that match your trade and value band, gather social housing references, and follow the PfH Planned Works page for market engagement.

How Athena Can Help

With 19 lots, choosing where to compete is the first decision. Athena's bid/no-bid planning narrows the lots to those that fit your trade, value band and region. For the re-tender, our application writing team prepares the selection responses, case studies and social value material and checks them for compliance.

Appointed contractors can use Athena's Bid Health Check to find and fix weaknesses in call-off responses before they go to the buyer.
