Framework Description
Procurement for Housing's Responsive Housing Repairs, Disrepair Works and Void Property Services framework appoints 75 vetted contractors across eleven lots. It covers responsive repairs, void refurbishment, disrepair and remedial works, void cleaning and clearing, security and pest control, with pricing based on the NHF Schedule of Rates. The framework runs until 28 July 2029 with no extension.
Context & Use Case
Landlords use it to outsource day-to-day repairs, bring empty homes back into use quickly and put right disrepair, plus the security and pest control that often go with void management. Lots for repairs, voids and disrepair are split at £1.5m a year, so buyers choose a lot sized to their annual spend.
Scope of Services
Responsive repairs and void refurbishment, up to £1.5m pa or no upper limit (Lots 1–2) Void refurbishment, up to £1.5m pa or no upper limit (Lots 3–4) Responsive repairs, up to £1.5m pa or no upper limit (Lots 5–6) Disrepair and remedial works, up to £1.5m pa or no upper limit (Lots 7–8) Void property cleaning and clearing (Lot 9) Security services (Lot 10) Pest control (Lot 11)

Who Can Apply
Suits repairs and maintenance contractors, void specialists, disrepair contractors, property clearance firms, security providers and pest control companies. Applications for this framework are closed, with 75 contractors appointed, so others cannot join until it is re-tendered, likely around 28 July 2029.
Buyer Benefits
NHF Schedule of Rates pricing gives landlords a familiar, transparent basis for comparing contractors and checking invoices. The £1.5m threshold lets smaller landlords use contractors suited to their volume, and having security and pest control on the same framework means void properties can be secured, cleared and treated without separate procurements.
Next Steps
Appointed contractors should prepare for direct awards and mini-competitions, which are scored 60% quality and 40% price, with clear mobilisation plans and pricing against NHF Schedule of Rates version 8. Contractors not appointed should look at subcontracting with appointed firms and build disrepair and void turnaround evidence for the re-tender before July 2029.
How Athena Can Help
Call-offs here are weighted 60% quality, so method and mobilisation answers decide many awards. Athena's bid team builds those answers, models competitor scores and sets rates against the NHF Schedule of Rates that win and still cover your costs.
If you are not on this framework, our framework registration support finds housing repairs frameworks and dynamic markets that are open now and handles the applications, and Athena's public sector tender support helps you plan for the 2029 re-tender and decide which of the eleven lots to target.
