Framework Description
Social Housing Emerging Disruptors (3), or SHED 3, is a Procurement for Housing framework for innovative suppliers in housing operations and retrofit. It is a single-lot agreement covering digital and data solutions, energy and sustainability innovations, repairs and asset innovations, and resident-focused technologies. It ends on 14 January 2027 with no extension, making it the oldest of PfH's live SHED rounds.
Context & Use Case
Housing providers use SHED 3 to trial or adopt new products and services, such as data platforms, energy innovations or resident-facing apps, without running a standalone tender for an early-stage market. It suits landlords who want to test an idea with a small supplier before committing to a larger roll-out across their stock.

Who Can Apply
Aimed at start-ups, scale-ups and established firms bringing new technology to social housing. Applications for SHED 3 are closed and it ends in January 2027, so suppliers not on it cannot join. They should look instead to future SHED rounds, as PfH has run several in sequence.
Buyer Benefits
Innovation is hard to specify in a normal tender, so landlords value a route where PfH has already vetted new suppliers. It lets them try emerging digital, energy and repairs products at low procurement cost, and because the SHED series is refreshed regularly, the supplier pool reflects current technology.
Next Steps
Suppliers on SHED 3 have until 14 January 2027 to secure call-offs, so prioritise members already piloting your product and turn pilots into longer contracts. Others should watch the PfH website for the next SHED round, gather results from housing pilots, and study the themes of SHED 4 and SHED 5 to see where PfH's focus is moving.
How Athena Can Help
Innovation frameworks reward evidence of impact. Athena can plan your entry to the next SHED round through our framework pipeline planning, so you are ready when it opens, and then write the application, including case studies from your pilots.
For current SHED 3 suppliers, Athena's bid support helps win the remaining call-offs before January 2027, and our bid/no-bid assessment shows which wider public sector tenders suit an early-stage product and which to leave.
