Framework Description
Technologies for Independent Living: Telecare and Telehealth is a Procurement for Housing framework for equipment and services that help people live safely at home. Across six lots it covers telecare equipment, telehealth, monitoring services, combined equipment and monitoring, call monitoring software and cloud services, and integrated managed services. It runs until 30 June 2027 with no extension.
Context & Use Case
Housing providers, especially those with sheltered, extra care or supported housing, use it to supply alarms, sensors, warden call systems and wearable devices, and to connect them to monitoring. The aim is to help residents live independently, reducing hospital admissions and social isolation. Buyers can take a single element or a fully managed service under Lot 6.
Scope of Services
Lot 1: Telecare equipment and associated services Lot 2: Telehealth solutions Lot 3: Monitoring services and solutions Lot 4: Combined telecare equipment and monitoring Lot 5: Call monitoring and data applications, software and cloud services Lot 6: Integrated managed services
Lots
Lot 1 Telecare: Equipment and associated services; Lot 2 Telehealth solutions; Lot 3 Monitoring services and solutions; Lot 4 Combined telecare equipment and monitoring; Lot 5 Call monitoring and data applications, software and cloud-based services; Lot 6 Integrated managed services
Who Can Apply
Suits telecare equipment manufacturers, telehealth providers, monitoring centres and software firms offering call monitoring platforms, plus integrators able to run a managed service. Applications for this framework are closed. With the 30 June 2027 end date, suppliers not on it should prepare for a re-tender likely within the next year.
Buyer Benefits
Buyers value being able to buy equipment, monitoring and software separately or as one managed service, depending on their in-house capacity. Vetted suppliers give assurance on services that residents' safety depends on, and the cloud and data lot lets landlords modernise call handling without a separate technology procurement.
Next Steps
Incumbents should use the months before 30 June 2027 to win call-offs and collect outcomes data on independence and response times. Others should watch the PfH Telecare and Telehealth page for the successor, decide which of the six lots fits, and prepare evidence such as monitoring accreditations, data security credentials and housing references.
How Athena Can Help
Telecare bids are judged on reliability and resident outcomes. Athena's bid management specialists build win themes around both and test pricing for the combined equipment and monitoring lots. Before the re-tender, our bid/no-bid review helps you decide whether to bid for single lots or the integrated managed service.
Athena's framework application team can then manage the full submission, including case studies, policies and compliance checks, while your team keeps serving residents on current contracts.
