Framework Description
Redcar and Cleveland Borough Council is procuring a successor Community Opportunities Framework, the service formerly known as Day Services, for adults with additional care and support needs. It is a single-lot framework estimated at £12 million, with a contract period from 1 June 2027 to 31 May 2031 and an option to extend by up to four years to 31 May 2035. It replaces the 2023–2026 framework.
Context & Use Case
The Council commissions these services under its adult social care duties for people with learning disabilities, autism, physical disabilities and other additional needs. Providers help individuals take part in community life and access health, education, training, employment and inclusion activities, with support shaped around each person's own goals and everyday interests.

Who Can Apply
Suits day service, community support and supported employment providers working with adults with learning disabilities, autism, physical disabilities or mental health needs. As a new procurement, it should be open to any provider that meets the criteria when the tender is published, including smaller local organisations.
Buyer Benefits
The Council gets a pre-qualified pool of community providers it can commission from for four years, and potentially eight, giving people who use services more choice and the Council more resilience if a provider exits. Person-centred, community-based support also fits the shift away from traditional day centres that the change of name reflects.
