Framework Description
Sanctuary Housing Association's Estate Agents Dynamic Purchasing System is a procurement route for appointing estate agents to market, sell and let homes on its housing developments. It runs until 23 February 2030. As a DPS, it stays open to new suppliers throughout its term, so agencies can apply to join at any point instead of waiting for a re-tender.
Context & Use Case
Sanctuary uses the DPS when a housing development needs agency support: marketing new homes, running viewings, negotiating sales or lettings and valuing properties. Each requirement is let by competition among the agencies admitted to the DPS, so Sanctuary can pick an agent with the right local market knowledge for each scheme and reach realistic prices quickly.
Scope of Services
Marketing and promotion of residential properties for sale or let Property viewings and open house events Negotiation of sales and lettings Valuations and advice on pricing and market trends Managing enquiries and communications with buyers and tenants

Who Can Apply
Independent, regional and national estate agencies with experience of development sales or lettings suit this DPS, and small firms with strong local market knowledge can compete with larger chains. The DPS is live and open, so agencies can apply now by meeting Sanctuary's selection criteria.
Buyer Benefits
Sanctuary gets a pool of pre-qualified agents it can call on quickly when a development reaches the marketing stage, with competition at each call-off pushing agencies to offer their best fees and service levels. Because new agencies join over time, the pool keeps up with local markets and gives Sanctuary coverage wherever its developments are.
Next Steps
Register on the In-tend supplier portal given on the framework page and ask Sanctuary how to access the Estate Agents DPS and its selection questionnaire. Then prepare evidence of development sales and lettings, valuation competence, your regulatory memberships, insurances and client references. Submit your request to participate, and once admitted, answer each call-off with local market data and a clear fee proposal.
How Athena Can Help
Estate agencies rarely apply to public procurement routes, and the selection questions can feel unfamiliar. Athena's framework registration specialists take that off your desk: we write the responses, prepare your case studies and policies and compliance-check everything before you submit to Sanctuary.
When call-offs arrive, our bid writing team helps you present local market evidence and fees persuasively, and our public sector bidding advice helps you decide which developments are worth pursuing.
