Framework Description
Sanctuary Housing Association's Responsive Repairs and Planned Maintenance Framework buys repairs and maintenance for its homes, care facilities, student accommodation and supported living across England and Scotland. It is split into 18 geographical lots with an expected annual value of over £50 million. The framework runs to 31 March 2030, with options to extend by up to two 12-month periods to 31 March 2032 (Find a Tender 027134-2024).
Context & Use Case
Sanctuary, a not-for-profit landlord providing homes and care for over 250,000 people, uses the framework to keep its properties safe and habitable. Regional contractors handle urgent responsive repairs, disrepair cases, void turnarounds for new tenants, planned maintenance and damp and mould remediation. Dividing the work into regional contracts keeps each package to a size contractors can deliver well locally.

Who Can Apply
The framework suits repairs and maintenance contractors and multi-trade property services firms able to deliver the full range of services in one or more regions; subcontracting is allowed. It is not a DPS, and contractors were appointed through Sanctuary's procurement, so firms outside it cannot join until it is re-tendered in 2030, or 2032 if both extensions are used.
Buyer Benefits
Pricing against a Schedule of Rates makes costs comparable across regions and simplifies valuing each job. Regional contractors with local coverage mean faster response on urgent repairs and damp and mould cases, quicker void turnarounds get homes relet sooner, and one framework gives Sanctuary consistent service standards across a very large, mixed portfolio.
Next Steps
If you hold a lot, keep performance data on response times, void turnarounds and resident satisfaction, which you will need as evidence when the framework is re-procured. If you don't, the next chance is the re-tender before 31 March 2030 or, with both extensions, 31 March 2032. In the meantime, subcontracting to appointed regional contractors builds relevant experience, and Find a Tender alerts will flag the notice.
How Athena Can Help
Sanctuary's 18 regional lots mean contractors of different sizes can compete when this framework comes back to market. Athena's framework bid planning can start now, mapping which regions suit your coverage and building an evidence plan for damp and mould, voids and responsive repairs.
When the tender opens, our bid writers and pricing specialists write the quality responses and model a Schedule of Rates bid that wins and still makes money, while public sector bidding guidance helps with lot selection and social value commitments.
