SCAPE Construction Works And Services Framework

Coming soon

Framework Description

SCAPE is re-procuring its Construction Works and Services Framework, an £8bn arrangement covering England, Wales and Northern Ireland. The new framework is split into five regional and sectoral lots and will appoint up to three delivery partners per lot, 15 in total. It is due to launch in August to September 2027 for a four-year initial term, with up to two years of extension to 2033.

Context & Use Case

Local authorities, housing associations and government bodies use the SCAPE construction framework to commission capital projects and works programmes from a pre-appointed partner, avoiding a full tender. The England residential decarbonisation and retrofit lot supports housing stock improvement, while the Wales and Northern Ireland lots cover construction and housing in those nations. Defence and complex environments work has moved to a separate SCAPE framework.

Scope of Services

Lot 1: England Construction Works & Services (£4bn) Lot 2: England Residential Decarbonisation & Retrofit (£2bn) Lot 3: Wales Construction, Housing, Works & Services (£1bn) Lot 4: Northern Ireland £0 to £15m (£250m) Lot 5: Northern Ireland £10m+ (£750m)

Lots

Lot 1 - England Construction Works & Services (£4bn); Lot 2 - England Residential Decarbonisation & Retrofit (£2bn); Lot 3 - Wales Construction, Housing, Works & Services (£1bn); Lot 4 - Northern Ireland £0-£15m (£250m); Lot 5 - Northern Ireland £10m+ (£750m)

Who Can Apply

This suits established main contractors and joint ventures, including consortia that bring in smaller firms. Each lot sets a minimum turnover in line with its value and complexity, so check the thresholds before committing. As the framework is coming soon, nobody holds a place yet: suppliers win one by bidding in SCAPE's competition.

Buyer Benefits

Public bodies get a pre-procured contractor, with lots matched to their nation and, for housing, to their decarbonisation programmes. With only three partners per lot, buyers deal with well-resourced contractors able to take on high-value work, and SCAPE's model lets them start a project without the cost and delay of their own procurement.

Next Steps

SCAPE issued the tender notice in August 2026; the PSQ stage runs from August to October 2026, the ITT stage from November 2026 to May 2027, and award is planned for June to July 2027. If you submitted a PSQ, prepare ITT case studies, social value data and decarbonisation evidence now. If not, check SCAPE's live procurement page for the PSQ deadline, and consider a joint venture or supply chain role with a likely bidder.

How Athena Can Help

A three-partner-per-lot framework of this size is one of the most competitive tenders a contractor will face. Athena's full bid management can run the whole submission: a bid plan, win themes built with our F.V.D. model, modelling of your likely score against other bidders and a final compliance check.

We also help with lot selection and joint venture decisions through our public sector bid planning, and can fold this tender into a wider plan for securing framework places over the next 6 to 12 months.
