Framework Description
SCAPE's Utilities Works and Services Framework is a £2bn framework for England, Wales and Northern Ireland, awarded in 2024 for eight years to 18 January 2032. Kier delivers Lot 1, Utilities Works and Services, and McLaughlin & Harvey delivers Lot 2, Civil Engineering and Construction for Utilities. It operates under the Utilities Contracts Regulations 2016.
Context & Use Case
Utility-sector organisations in water, energy, rail and metros, aviation, ports and telecoms use the framework to commission civil engineering and construction programmes from a pre-appointed partner. Clients request an access agreement from SCAPE, then work directly with Kier or McLaughlin & Harvey, whose supply chains deliver specialist packages on each scheme.

Who Can Apply
Applications for framework places are closed: Kier and McLaughlin & Harvey hold the two appointments until 18 January 2032. Specialist subcontractors and SMEs in water, energy, transport and telecoms can still win work through the partners' supply chains, which buy packages for each scheme.
Buyer Benefits
Utility buyers get a route compliant with the Utilities Contracts Regulations 2016 that cuts procurement time. Social value and sustainability measures are built into delivery, and two partners covering works, services and civil engineering give buyers a single route for very different infrastructure programmes across England, Wales and Northern Ireland.
Next Steps
Approach Kier's and McLaughlin & Harvey's SCAPE delivery teams to be considered for subcontract packages, with evidence of utility-sector work, accreditations and social value. Track schemes announced under the framework so you can contact the partner early. A direct framework place will only come when SCAPE re-procures, ahead of 18 January 2032.
How Athena Can Help
Winning work under the SCAPE utilities framework means winning a place in Kier's or McLaughlin & Harvey's supply chain, and those tier-one tenders reward clear, evidenced answers. Our bid writing and editing helps you present utility-sector experience and social value convincingly.
We also look beyond this framework: a bid/no-bid assessment of tenders where you could win as prime contractor, and a framework registration plan covering utilities and infrastructure routes opening in the coming months.
