Framework Description
SCAPE Procure Scotland is re-procuring its Scotland Construction Works and Services Framework, with an estimated total value of £4bn across seven lots. Three lots cover general construction works and services, two cover smaller projects up to £12.5m, and two cover housing new build and refurbishment. The new framework is due to launch in May or June 2027 for four years, with a two-year extension option that could take it to 2033.
Context & Use Case
Public bodies across Scotland will use the framework to appoint a construction partner for capital projects without running their own procurement. The split by value and sector lets a client with a modest refurbishment and a client with a large new-build programme use the same route, and the separate housing lots give housing providers partners focused on new build and refurbishment.
Scope of Services
Lots 1 to 3: Construction works and services (£1bn per lot, up to three partners each) Lots 4 and 5: Construction works and services up to £12.5m (£250m per lot, up to two partners each) Lots 6 and 7: Housing new build and refurbishment (£250m per lot, up to two partners each)
Lots
Lots 1-3 Construction Works & Services (£1bn per lot, up to 3 partners each, £150m turnover); Lots 4-5 Construction Works & Services up to £12.5m (£250m per lot, up to 2 partners each, £50m turnover); Lots 6-7 Housing New Build & Refurbishment (£250m per lot, up to 2 partners each, £50m turnover)
Who Can Apply
The lots suit contractors of different sizes: Lots 1 to 3 require £150m annual turnover, while Lots 4 to 7 require £50m. The selection (SPD) stage closed on 3 July 2026 and is being evaluated, so new firms cannot enter this round. Contractors that did not apply can still target appointed partners' supply chains.
Buyer Benefits
Each lot holds no more than three partners, so clients deal with a small number of contractors who know SCAPE Scotland's processes. The £12.5m lots give smaller schemes partners sized for them, the housing lots support housing delivery targets, and a maximum six-year term gives clients continuity across multi-year capital programmes.
Next Steps
SCAPE Scotland's live procurement page shows the SPD stage in evaluation, with the ITT stage planned for October 2026 to March 2027 and contract award notification in March to April 2027, ahead of the May to June 2027 launch. Shortlisted firms should prepare for the ITT now. Others should approach appointed partners about supply-chain packages once awards are announced.
How Athena Can Help
If you are through to the ITT stage, the tender response now matters most. Athena's bid consultants plan the ITT, build win themes on early contractor involvement and social impact, and model your likely score and pricing against competitors.
If you missed the SPD deadline, a Scottish framework plan sets out which construction frameworks and DPSs open over the next 6 to 12 months, and tender writing for public contracts helps you win standalone construction work while the next SCAPE generation is some years away.
