Framework Description
SCAPE Scotland's Professional Services and Development Framework is a £200m procurement for consultancy across the full project lifecycle: feasibility, advisory, programme and project management, surveying, sustainability, and engineering and design. It replaces SCAPE Scotland's Consultancy Framework and is procured under the Procurement (Scotland) Regulations 2015, with no cap on commission values. It will run for four years with a two-year extension option, six years in total.
Context & Use Case
Scottish councils, health boards, housing associations and other public bodies will use it to appoint consultants for property, infrastructure and development programmes, from early feasibility through design and delivery. A framework of up to six years suits long programmes where a client wants the same consultant team across several stages, and clients get a choice of delivery partners without running their own competition.

Who Can Apply
It suits multi-disciplinary professional services firms with a record of Scottish public sector delivery, including joint ventures and consortia. SCAPE's page shows the invitation to tender in evaluation, with the contract award notice due in October 2026 and launch in October to November 2026, so new bidders can no longer enter this round.
Buyer Benefits
Clients can commission one consultant for a whole programme, from options appraisal to design, without separate tenders at each stage. Unlimited commission values mean large programmes are not split artificially, a choice of delivery partners gives clients options, and SCAPE's accelerated, competitively tendered model shortens the time to appointment.
Next Steps
Bidders in this round should prepare for the award decision due in October 2026 and for mobilisation, with Scottish case studies, key staff and social value plans ready for early commissions. Firms that did not bid should contact the appointed delivery partners about sub-consultancy roles once the award is published, and plan for the next generation of the framework.
How Athena Can Help
If you bid for SCAPE Scotland, early commissions set the tone. Athena's bid writing support can help you prepare for mobilisation and for any competed commissions, with clear lifecycle narratives, priced proposals and compliance checks.
If you did not bid, we look ahead: our framework identification service finds the Scottish consultancy frameworks that are open now or due to open, and advice on public tenders helps you win standalone commissions from councils and health boards in the meantime.
