Framework Description
SCAPE Scotland's Utilities Works and Services Framework gives utility sector organisations in Scotland a compliant route to major civil engineering and construction works, procured under the Utilities Contracts Regulations. Two delivery partners hold the appointments: McLaughlin & Harvey and RJ McLeod (Contractors) Ltd. It covers water, energy and renewables, rail and metro, aviation, ports and harbours, and telecommunications infrastructure.
Context & Use Case
Scottish Water, SSE, energy and transport bodies and port authorities use it to procure major works and specialist services without running their own tender. A client signs SCAPE Scotland's Access Agreement and then engages a delivery partner directly. Feasibility studies are offered free, and social value, sustainability and local supply-chain measures are built into each project the partners deliver.

Who Can Apply
Applications for this framework are closed: McLaughlin & Harvey and RJ McLeod hold the places. Other contractors, specialist subcontractors and Scottish SMEs can reach this work through the two partners' supply chains, which buy packages across water, energy, transport and port projects.
Buyer Benefits
Utility clients get contractors already appointed under the utilities rules, which shortens the route from need to site. Free feasibility studies help them test a scheme before committing budget, and reported local spend, employment and social value give them evidence of community benefit from large capital works.
Next Steps
Contact McLaughlin & Harvey's and RJ McLeod's SCAPE Scotland supply chain teams, explain which utility sectors you serve, and ask how they pre-qualify subcontractors. Have health and safety accreditations, utility-sector case studies and local employment evidence ready. Check the SCAPE Scotland utilities page for the framework's term and any news of re-procurement.
How Athena Can Help
For specialist contractors, the way into this framework runs through two tier-one partners, and their supply chain questionnaires deserve the same care as a public tender. Athena's bid and proposal support helps you present water, energy or ports experience clearly, price packages sensibly and back social value claims with evidence.
Alongside that, our framework and DPS search identifies utility frameworks you could join directly, and utility tender support covers bids to bodies such as Scottish Water from bid/no-bid onwards.
