Framework Agreement For Glass Replacement On Class 170, 334 & 380 Trains

Live

Framework Description

ScotRail Trains Limited has awarded a single-supplier framework for labour-only rolling stock glass replacement (reference SR-PACT-PROJ-274). It covers Class 170 trains at Haymarket depot in Edinburgh and Class 334 and 380 trains at Shields depot in Glasgow, and may extend to other ScotRail classes. The contract was concluded on 29 July 2026 for an initial three-year term, with up to two one-year extensions.

Context & Use Case

ScotRail uses this arrangement to get damaged train glass replaced so units can return to service, with all work carried out to ScotRail's Vehicle Maintenance Instructions. The procurement used a negotiated procedure with prior call for competition, with a combined PQQ and initial tender, run through ScotRail's Wax Digital e-sourcing portal.

Who Can Apply

Suits specialist rolling stock glazing firms with experience on these train classes. The framework has been awarded to a single supplier, so there is no place to join; other firms will need to wait for the re-procurement, likely around mid-2029, or later if the extensions are used.

Buyer Benefits

One supplier that knows the 170, 334 and 380 fleets means repairs are handled consistently and units spend less time out of service. Working to ScotRail's own maintenance instructions keeps quality the same at both depots, and a standing agreement saves ScotRail tendering each repair.

Next Steps

Read the award notice on Find a Tender for the outcome. Keep rail glazing references and quality accreditations current, and register on ScotRail's Wax Digital portal and Public Contracts Scotland so you see the re-procurement and other rolling stock maintenance notices. The appointed supplier may also want subcontract cover at either depot, so consider approaching it.

How Athena Can Help

ScotRail ran this as a negotiated procedure, so the next round could again be settled after the first submission. Athena's negotiation and bid support helps bidders plan the PQQ and initial tender together, set out commitments ScotRail can rely on and price labour-only work so it still makes a margin.

Until then, rolling stock framework planning lines up the next rail maintenance openings, and our public bid advice helps you judge other operator and depot tenders before you commit time to them.
