Framework Description

Desktop Client Devices (SP-22-019) is a Scottish Government single-supplier framework for desktop PCs, monitors, fixed workstations and their deployment. HP Inc UK Limited is the sole supplier. It runs from 1 September 2023 to 31 August 2027 and sits alongside separate national frameworks for mobile devices, web-based and proprietary devices, and technology peripherals. This framework is used by Scottish Government and APUC.

Context & Use Case

Any Scottish public body, from central government and health boards to councils, universities, colleges and charities, can use it for desktop refresh programmes and everyday hardware orders. As a single-supplier framework, buyers order directly from HP at fixed prices through eProcurement rather than running a competition, with separate HP account managers for government and for education and health.

Who Can Apply

With HP as sole supplier, there is no place for other manufacturers or resellers until the Scottish Government re-procures the framework, which is likely to be around 31 August 2027. Hardware manufacturers and resellers that want this business should plan for that re-tender now.

Buyer Benefits

Pricing is fixed for the term and set well below market levels, giving IT teams budget certainty for refresh cycles. Energy efficiency and environmental accreditations are built into the minimum specification, and eProcurement ordering cuts transaction costs for buyers of any size, anywhere in Scotland.

Next Steps

Hardware manufacturers and resellers should prepare for the re-tender ahead of 31 August 2027. Gather evidence of energy efficiency and environmental accreditations, eProcurement capability and delivery coverage across Scotland, and work out how you would hold fixed pricing for four years. Watch the Scottish Government's ICT products pages and Find a Tender for prior information and contract notices.

How Athena Can Help

Single-supplier hardware frameworks are won or lost in one competition, often on price and sustainability. Athena's pricing and bid strategy helps you build a four-year fixed-price model that wins without eroding margin, alongside strong responses on environmental accreditation and delivery.

Our ICT framework planning maps the Scottish device frameworks due for renewal in 2027, so you can plan bids together, and hardware tender support covers standalone refresh tenders from health boards and councils.
