Framework Description

The Scottish Government's Supply of Electricity Framework (SP-21-052) provides electricity to Scottish public and third sector bodies, backed by Scottish Procurement's flexible purchasing of wholesale electricity. Wholesale trading began on 1 April 2023 and supply to customers began on 1 April 2024. The contract has been extended to 31 March 2027, with two further 12-month options that could take it to 31 March 2029. This framework is used by Scottish Government and APUC.

Context & Use Case

Public and third sector bodies across Scotland use it to supply their half-hourly, non-half-hourly, domestic metered and unmetered sites. Customers have no minimum duration and continue to be supplied at all listed sites, but must give 12 months' notice to leave. A dedicated relationship and service development team manages framework customers and service levels.

Who Can Apply

Only licensed electricity suppliers able to serve the whole Scottish public estate and support flexible wholesale trading would suit this framework. Applications are closed, and no new supplier can join during the term. The next opportunity is the re-procurement, whose timing depends on whether the extension options to March 2029 are used.

Buyer Benefits

Public bodies get flexible wholesale purchasing that spreads price risk, plus renewable options backed by REGOs, including supply from UK sources, Scottish sources or a specific Scottish wind asset. Net zero support, such as energy efficiency services, route maps and sleeved Power Purchase Agreements, comes with the contract, along with an annual community benefit fund.

Next Steps

Electricity suppliers should treat this as a longer-horizon opportunity: the current term ends on 31 March 2027 but could run to 31 March 2029. Follow Scottish Procurement's buyer guide for news of the re-procurement, and prepare evidence on flexible trading, renewable supply, account management for large multi-site customers, community benefits and net zero support, all of which the current contract values.

How Athena Can Help

Energy supply tenders of this size are rare and scored heavily on service and social value as well as price. When the re-procurement comes, Athena's tender management service can plan the response, build win themes around renewable supply and net zero support, and check compliance before submission.

Energy services firms can use our energy framework mapping to find frameworks they can join sooner, and our bid qualification advice helps decide which to pursue.
