Framework Description
General Office Supplies (SP-22-021) is a Scottish Government national framework for everyday office goods, with Lyreco UK Ltd as the sole supplier. It covers stationery, office paper, electronic office and media supplies, catering consumables, janitorial and cleaning goods, hygiene and workplace safety products, and small office machines. It runs from 1 July 2023 to 30 June 2027. This framework is used by Scottish Government and APUC.
Context & Use Case
Users range from central government and health boards to councils, police and fire, universities, colleges and charities, all buying routine office and facilities consumables. With one supplier, buyers order directly from Lyreco's catalogue without a further competition, and consolidated deliveries reduce the number of drops to each site, which matters for bodies with many small offices.

Who Can Apply
With Lyreco appointed as sole supplier, other office supplies firms cannot join. The next chance is the re-tender, likely to be around 30 June 2027. National wholesalers and dealers with Scottish delivery coverage, Fair Work credentials and lower-emission delivery fleets are the kind of bidders it suits.
Buyer Benefits
Buyers get one catalogue across stationery, catering, cleaning and safety goods, with process savings from consolidated ordering and economies of scale across the Scottish public sector. Lyreco's real Living Wage accreditation, Scottish Business Pledge commitment and growing electric delivery fleet support buyers' Fair Work and emissions goals.
Next Steps
Office supplies firms should prepare for the re-tender before 30 June 2027. Build evidence on Scottish delivery coverage, consolidated deliveries, electric or low-emission vehicles, Fair Work practices and eProcurement catalogue capability. Watch Public Contracts Scotland for the notice, and consider whether a partner network would help you match a national single-supplier scope.
How Athena Can Help
A single-supplier national contract is decided in one tender, so the response has to be strong on price, service and sustainability. Athena's tender writing team builds those responses and uses our Bid Health Check to find gaps before submission.
For dealers who cannot cover the whole scope, our framework fit assessment finds narrower frameworks to join, and our decision support for bids helps you weigh a national bid against regional opportunities.
