Internet of Things (IoT) DPS

Live

Framework Description

The Scottish Government's Internet of Things DPS is a dynamic purchasing system for IoT products and services, running until 17 September 2027. It covers device management, data management, integration, analytics, subscription management and connectivity management. As a DPS, it admits new suppliers at any time during its term, and it is not divided into lots.

Context & Use Case

Scottish public bodies use it to buy IoT products and services, from device and connectivity management to data integration and analytics, without a separate tender for each project. Buyers run a competition among admitted suppliers for each requirement, so a small pilot and a larger rollout can both be bought through the same route.

Who Can Apply

It suits IoT hardware makers, connectivity providers, platform vendors and data analytics firms, including SMEs. It is open: suppliers can apply to join while it runs. Admitted suppliers must update their European Single Procurement Document within four weeks when asked, or they will be removed.

Buyer Benefits

Buyers can trial new IoT technology through small competitions and then scale, drawing on a pool that grows as suppliers join. They avoid a full tender for each project, and because the DPS stays open, newer products and entrants reach buyers during the term rather than waiting for a re-let.

Next Steps

Read the Scottish Government's DPS page for how to apply, and apply before you need to bid so you are admitted in time for competitions; with the DPS ending on 17 September 2027, less than a year of call-offs remains. Prepare case studies of deployed IoT solutions, data security evidence and your connectivity approach, and keep your ESPD up to date once admitted.

How Athena Can Help

Admission to an open DPS is easy to get wrong through small omissions. Athena's application support for DPSs covers the ESPD, selection questions and supporting evidence, checked before submission.

Once you are admitted, IoT competitions are often won by showing a working use case. Our technical bid writers turn your deployments into evidence buyers can score, and our bid/no-bid tools help you pick the competitions worth the effort and drop the ones you are unlikely to win.
