Framework Description

Mobile Client Devices (SP-24-008) is a Scottish Government single-supplier framework with HP Inc UK Limited for laptops, mobile workstations and related deployment services. It covers entry-level, corporate and ultraportable laptops, mobile workstations and monitors, plus upgrades, downgrades and accessories. It runs until 15 November 2027, and its terms are subject to Scots law. This framework is used by Scottish Government and APUC.

Context & Use Case

It is open to every Scottish public sector contracting authority, whatever its size or location, and is used to equip staff with laptops for office, hybrid and field working. As a single-supplier arrangement there is no further competition: buyers order at fixed prices through eProcurement, with HP account managers split between government and education and health.

Who Can Apply

With HP as sole supplier, no other manufacturer or reseller can join. For everyone else, the opening comes at the re-procurement, likely to be around 15 November 2027. Bidders will need ISO 27001, Cyber Essentials Plus and real Living Wage accreditation to match what the current contract offers.

Buyer Benefits

Fixed prices for core devices and upgrades give budget certainty for the term, and new products are added through continuous improvement. Buyers also value low-emission delivery management, waste-reducing packaging, eProcurement ordering and a supplier with ISO 27001 and Cyber Essentials Plus.

Next Steps

Laptop manufacturers and resellers should prepare for the re-tender ahead of 15 November 2027. Build evidence on fixed pricing models, delivery fleet emissions reporting, packaging and circular economy measures, security accreditation and Scottish account management. Watch the Scottish Government's ICT products pages, and note that the desktop client devices framework ends earlier, on 31 August 2027.

How Athena Can Help

A single-supplier device framework is a winner-takes-all tender. Athena's competitor score modelling compares your likely score with rival manufacturers and resellers, and our pricing work tests whether a fixed price for the whole term holds up.

Because the Scottish desktop and mobile device frameworks both end during 2027, our device framework roadmap plans both bids together and reuses evidence across them, and IT hardware bid advice helps you choose which one to lead on.
