Framework Description
Natural Gas (SP-23-03) is the Scottish Government's national framework for supplying natural gas to Scottish public sector bodies. TotalEnergies Gas and Power Ltd is the supplier, and the current term runs from 1 April 2025 to 31 March 2027. Wholesale gas is bought up to two and a half years ahead in tranches, under a hedging strategy overseen by a cross-sector Risk Management Committee.
Context & Use Case
Gas customers include central government, health boards, councils, universities, colleges and third sector bodies. Instead of call-offs, a body signs an agency agreement that lets Scottish Procurement buy gas on its behalf, and submits its site data. The committee has at times paused onboarding of new customers to protect existing users from price volatility.

Who Can Apply
Only licensed gas suppliers able to serve the Scottish public estate would suit this framework. Applications are closed, with TotalEnergies as supplier, and no supplier can join during the term. The next chance is the procurement for supply after 31 March 2027.
Buyer Benefits
Estimated savings of £7.9 million a year, hedged purchasing that smooths price spikes and an upgraded web portal are the headline benefits. Buyers can also buy RGGO certificates and energy efficiency services, and benefit from apprenticeships, SME metering subcontracts and customer training offered as community benefits.
Next Steps
Gas suppliers should follow the procurement for supply beyond 31 March 2027 on Public Contracts Scotland. Prepare evidence of flexible wholesale trading, portfolio management, customer service for multi-site public bodies and community benefits. SME metering engineers can look out for the subcontract opportunities TotalEnergies advertises on Public Contracts Scotland.
