Who Can Apply

It suits recruitment advertising agencies and media buyers experienced in public appointments and statutory notices. It is closed to new applications until it is re-tendered, likely to be around 10 July 2028, so agencies not on it should plan their entry for that competition.

Buyer Benefits

Buyers get value through mini-competitions and collaborative buying, and they can share practice with other public bodies on what attracts applicants. Having statutory notices and recruitment advertising on one route also reduces the number of agencies a public body must manage.

Next Steps

Agencies should plan for the re-tender ahead of 10 July 2028. Gather evidence of public sector recruitment campaigns, response and diversity data, statutory notice handling and digital capability, and watch Public Contracts Scotland. In the meantime, councils and universities run standalone recruitment advertising tenders that build references.
