Framework Description
The Telephony and Communication Services DPS is a Scottish Government dynamic purchasing system for telephony and communications. It runs from 27 April 2022 to 27 March 2028 and has two lots: telephony and communication services, and enterprise bundled services that combine telephony with mobile voice and data. Suppliers can apply to join at any time while it runs. This DPS is used by the Scottish Government and APUC.
Context & Use Case
It is available to all Scottish public bodies and to charities registered in Scotland, and works as a one-stop route for phone systems and communications. Buyers run competitions among admitted suppliers for each requirement. Bundles must include more than one telephony service; standalone mobile goes through the Mobile Voice and Data Services framework instead.
Scope of Services
Lot 1: Telephony and communication services Lot 2: Enterprise bundled services, combining Lot 1 services with mobile voice and data Bundled purchases must include more than one telephony service

Who Can Apply
Telephony providers, unified communications firms and SMEs suit this DPS, which was designed to encourage SME participation. It is open: register with Public Contracts Scotland and PCS-Tender, then apply through the contract notice, which stays open for the life of the DPS. Suppliers need third-party cyber accreditation and must pay at least the real Living Wage.
Buyer Benefits
Buyers get a single route to the full range of telephony services, with strong competition because new suppliers keep joining. Every supplier holds cyber accreditation and pays the real Living Wage, so buyers can focus their evaluation on the solution and price.
Next Steps
Register on Public Contracts Scotland and PCS-Tender, read the supplier guide on the Scottish Government DPS page, and decide whether to apply for Lot 1, Lot 2 or both. Have your cyber accreditation and Living Wage commitment ready. Once admitted, watch PCS-Tender for competitions; there is time to win work before 27 March 2028.
